This position is being announced concurrently under Excepted Service Examining Plan/Merit Promotion Plan (ESEP/MPP) procedures. The position is that of Construction Control Inspector for the Great Plains Area, Office of Environmental Health and Engineering, Indian Health Service. The incumbent serves in the capacity to assist the Division of Sanitation Facilities Construction staff in the implementation of the Public Law 86-121 construction program on Indian Reservation within the Great Plains Area. The purpose of this position is to assist in project development, design, construction, as-built development of individual and community water supply, wastewater disposal and solid waste disposal facilities. The work is performed in accordance with policies, practices, regulations, and standards as established and disseminated by Headquarters and the Great Plains Area Office. The incumbent of this position may be assigned to one or more sanitation projects at separate locations may be required to travel extensively.

Major Duties:
Independently inspects a wide variety of standardized items or operations requiring a substantial knowledge of the methods and techniques of construction inspection and of construction methods, equipment, materials, and practices.
Makes suggestions to the contractor concerning well-established, acceptable methods and practices to assist the contractor in meeting the contract requirements; Checks the work site and activity to insure that safety standards are maintained.
Responsible for numerous functions at the work site as directed by the Project Engineer, Division of Sanitation Facilities Construction; Observes work and work methods to ensure accordance with the plans and acceptable work practices. Inspection of materials delivered to the construction site to insure compliance with the technical specifications; maintains a daily log of the project activity, prepares progress reports, and verifies quantities for payment.
Practical knowledge of, and skill in applying, an extensive body of standard procedures or operations requiring extended training or experience in technical engineering methods and practices within the area of specialization

BASIC REQUIREMENT(S):
_GS-06:_ One (1) year of specialized experience equivalent to at least the GS-05 grade level.

_Specialized Experience For GS-04 & Above:_ Examples of qualifying specialized experience include:
Engineering aid or technician or surveying technician performing work directly related to construction.
Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
Supervisor of craftsperson, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
_Specialized Experience Defined for the GS-06:_
Experience with, and skill in applying, an extensive body of standard procedures oroperations requiring extended training or experience in technical engineering methods and practices within the area of specialization sufficient to: Select the most efficientmethods and procedures; carry out standard procedures based on assignments; Use, adapt, or adjust equipment for optimum operation; interpret plans and specifications;
Experience to apply and use data with consideration of the source characteristics; inspect and test a variety of equipment and materials; extract data from a variety ofsources; complete very exact measurements using standard formulas; determine results not susceptible to precise, quantitative measures but instead requiring subjectivedetermines; recognize and report errors, inconsistencies, and other deficiencies in technical data; select the method for presenting data for internal use to include such forms asdrawings, models, or tables; keep records and prepare reports; and review findings and make recommendations to colleagues and supervisors.

Experience to interpret varied requirements in the plans and specifications; Obtains information on schedules and work methods and explains requirements of plans and specifications. Makes suggestions to the Project Engineer concerning well-established, acceptable methods and practices to assist the Project Engineer in meeting the project objective; Checks the work site and activity to insure that safety standards are maintained. The check will bounce and the victim is left responsible.
