POSITION
Summary:
This position will be responsible for supporting ND Operations as a Sr. Regulatory Field Support Specialist. The Sr. Regulatory Specialist has primary responsibility in assuring compliance with all state and federal regulations pertaining to field operations both North and South of the river. The Regulatory department oversees compliance for PHMSA, NDIC, BLM, EPA, and ND DoH. This position works closely with North Dakota personnel, specifically Maintenance and Production Superintendents along with their associated employees. In addition to internal relationships, the Specialist will serve as a liaison between Hess field employees and regulatory agency field inspectors. This interface is critical in maintaining accurate and consistent communications between Hess and regulatory agencies.
Roles and Responsibilities
Represent Hess establish and maintain relationships of integrity and trust with all Regulatory agencies
Provide training to operation field personnel for state and federal regulatory requirements
Conduct field audits to verify compliance with state and federal regulations
Coordinate, schedule, and perform required inspection and testing including but not limited to SPCC quarterly inspection, BLM log inspections, annual MITs, annual BHP test, and final reclamation inspections,
Entry of SAP notifications as needed
SKILLS/COMPETENCIES:
General knowledge of Regulatory requirements and practices including but not limited to NDIC, BLM, EPA, and PHMSA
Understand and comply with all EHS policies and procedures
Ability to work independently
Ability to supervise 3rd party contractors
Ability to lead and direct others to ensure regulatory compliance within field operations
Strong attention to detail
EDUCATION/
Experience:
College degree or relevant experience
Extensive knowledge of oil and gas field operations
Regulatory permitting and compliance exposure-preferably in North Dakota
